Help protect Ted’s Frostop and the character of the Frostop neighborhood. A proposed development at 3100 Calhoun Street could bring a three-story, 26-unit, four-bedroom dormitory-style apartment building to the neighborhood.
WHAT'S HAPPENING?
A proposed development at 3100 Calhoun Street could significantly affect the Frostop neighborhood.
Residents have raised concerns about parking, traffic, drainage, sewerage, utilities, environmental impact, and the character of the neighborhood.
We believe a project of this size deserves transparency, responsible development, and a full opportunity for public review.
THE NEIGHBORHOOD REMAINS DEEPLY CONCERNED FOR TWO FUNDAMENTAL REASONS:
1. No comprehensive impact studies have been conducted to determine how a development of this scale would affect traffic, parking, electrical capacity, drainage, sewerage infrastructure, or the surrounding environment.
2. The developer’s own permit filing with the City expressly states: “The proposed lease includes fifty plus years of available term to Tulane as master lessee.” This language raises serious concerns about the long-term nature, intended use, and ultimate scope of the development, particularly given the potential for Tulane to occupy or control the property for more than half a century.

WHY DOES THIS MATTER?
The project’s parking access is expected to affect Calhoun Street and S. Tonti Street. Residents also have questions about traffic, sewerage, drainage, utilities, and other infrastructure impacts.
We believe residents deserve to see the plans, understand what is being proposed, and have a meaningful opportunity to be heard.
A CALL FOR RESPONSIBLE DEVELOPMENT
Save the Frostop Neighborhood is calling on the Robért’s Fresh Market family, doing business as RCR Ventures, to:
- Engage and inform the public, and hear our concerns, needs and issues.
- Present a design that complements the scale, massing, density and character of our historic neighborhood.
- Preserve and respect the beloved iconic Ted’s Frostop Diner and the Designated Classic Sign (the lettering and the mug), both inside and out. (RCR Ventures has recently said the plans for the interior have not been developed.)
- Conduct critical impact studies on traffic, parking, electric, drainage, sewerage capacities and the environment.
- Provide adequate resources for their development that do not place an undue burden on the surrounding neighborhoods. The current count of 39 parking spots for 26 four-bedroom units are wholly insufficient. If every tenant has a car, that creates a shortfall of 77 spaces—so that tenants will have to park on already crowded streets. To make matters worse, the revised plans reduce Frostop’s parking from 22 to 12 spots, limiting the diner’s ability to serve its clients and make money.

ABOUT FROSTOP NEIGHBORHOOD
Frostopneighborhood.org is run by residents of the Versailles Blvd and Calhoun Street neighborhood who live with the daily reality of this corridor – the traffic on Claiborne, the parking, sewerage and drainage issues, and the future of a building that’s been a neighborhood landmark for generations. We’re not against development. We’re against a process that’s tried to avoid the public at every turn.
